I assume he means can a company schedule you for annual leave without you applying.

Some companies will do this if business is slow at certain times of the year,but there should be dialogue about it.

Most smaller local companies force their employees to take annual leave at CNY, or at least a good chunk of it. It’s up to the employer - fair or not.
