People typically apply locally. It's hard to be taken as a serious candidate when you're based overseas, or just such a hassle to set up interviews that recruiters are less likely to bother.

I think in general, the stress level of IT is dependant on which industry. Eg: IT in Telco probably less stress than IT in Banking

The market is slowly picking up. Seems that people are actually hiring again (depending on your skill level)
