A chain (the best I can think of is Cotton On or H&M, and maybe F21 in the US) that is in Hong Kong? Or basically places where I can get cheap, low-quality clothing but still in a department store?

Forget Dept stores for cheap cothing for teens. Your best bet are the 'boutiques' or independants, namely, Maple, Mastina, In Fashion or at the markets. These outlets can be found in and around Wan Chai, Causeway Bay, Central, Mongkok, back streets of TST, or just head up and over the border into Shenzen, particularly the Dongmen area.
