I want to plant a living screen in my garden so nosey neighbor can't see in and I went to a few garden centers in Tai Po and saw a few sad bamboo plants but no one can give me much info about it?

Go and dig some up on the roadside or surrounding hills. Most people do.

The Flower Market has some shops selling larger plants, including bamboo.
There are a variety of nice gardening shops in Sai Kung, a few in Happy Valley and Pok Fu Lam. If you search this site there are specific garden centre recommendations also.

I remember buying bamboo for my home in Australia. Most varieties for small plants were $40!
