specialist hi fi shops, but it will be 50x more expensive than sand (30hkd per kg, i assume), hence why sand is a cheap, but good option.
I've done a beach run from Tai Hang to Deep water bay and back before with 10k on my back.. the way there was fine because it was all downhill... the way back however.. I actually thought I was going to die!!
I do a fair amount of running at the moment, but i'm quite broad shouldered and would love to get the upper body I used to have back.
I'm going to enquire this afternoon about the price of sand... Its at a time like this that a car would be handy..
Bags of builders sand ( Aggregate ), can be purchased pretty easily, you could pop down to Lockhart Road Wanchai, where all the material, hardware ( Concrete supplies ) and renovation stores are, buy 6 10kg string tied bags of aggrigate, for about $8.00 ea< (local builders rate ) - $12.00 ea < ( Gweilo price ) pop it all in the back of a cab, and short taxi trip it back home. You could ask the store what they charge for delivery, but I'd imagine its going to be a lot more than a cab ride home.

Why don´t you just use water?
I actually keep a 1 litre bottle behind my desk and do sets as and when time permits, I gradually filled it with sand so that it is now almost all sand, which I got from jusco $10 shop, so it is the pretty type which fools people into thinking its a vase
I have two filled with water at the moment.. I use them for all upper body muscles..
but they're not enough for me.. I used to bicep curl 14-16 kg and bench 60kg + Bar.. with water they're only about 5kg. Sand is going to double that at least so thats going to be a big step up.
I would Ideally like the sand AND some resistance bands, but I cant find anywhere in HK thats sells them and I HATE ebay or I'd use that.
alternatively, try find a fabricator and ask for scrap iron fillings, should weight heavier than sand, but miles cheaper than leading fillings
