Thought about Ikea? Otherwise there are places that do custom curtains fairly inexpensively, located in Kowloon or Shenzhen. Do a thread search on "curtains" as there are a fair number of threads on this already.
If you want closer, the fabric stalls in Western Market in Sheung Wan will also do curtains to measure.
you can go to marble road market in north point, give them the measurement and pick a textile and they will make it for you (assuming you only need the curtains not the fixtures itself).
In Mong Kok, there are several shops around Shanghai St (I believe? might be one road off) and Fa Yuen/Sai Yee Sts (east of Mong Kok Rd). Curtain City's main shop used to be there, but they've since moved to Chi Kiang St off To Kwa Wan Rd (you can take the 26 minibus from Kowloon Station to get there; the terminus is in front of the shop); they also have two shops in Wan Chai -- No.165-171 Jaffe Road and No.22-26 Fleming Road. Curtain City will send people to your home to take measurements and then later again to deliver and install the curtains. (We had a smaller shop in Mong Kok do this for us when we lived there, but when we lived in Ma Wan, a different shop would not do the measurements -- we had to provide them ourselves.)
The ones in Shenzen will be cheaper than the ones in HK, so more bang for your HK buck.
Plus a large number of the HK ones just take your order and send it across the border to be made anyway. Sort of like the tailors.
we got our curtsains made in lo wu commercial centre in Shenzhem. from memory they were quite a bit cheaper and delivered to hk apt. But, it is a bit of a hassle going there .
