I am heading home to Vancouver, from Korea. Should I declare myself as a returning Canadian at port of entry? If I do not declare myself as returning Canadian, would my personal effects to follow be taxed? Will I need to fill out some NR74 form?

In the years that I have been away from Canada, I kept my Canadian driver license as I see many others do. This is the only residential connection I have with Canada. Could I owe back taxes (i.e. be deemed resident) for all the years away on account of my driver license alone? Does anyone understand how Interpretation Bulletin IT-221 would work in my case of keeping the driver license.

Please help.
