Moving to Shanghai For Work: Recent Success Stories?

An acquaintance recently was offered a position in their company to run their Shanghai branch office, (the existing branch manager is leaving China). After accepting the offer, they are now having a terrible time getting their work visa approved. They had been vaxxed with Pfizer but authorities are insisting on getting Sinovac. He was able to get one shot as a booster, but now can't get approval for a 4th shot, and they're insisting he get 2 shots of Sinovac before he can get his work permit. I understand getting a working visa for foreigners in China is not easy right now, so wondering if anyone has knows anyone who had gotten recent approval to go to China on a working visa, whether they had to jump through similar hoops, and whether they knew of any workarounds for this?

Can probably bypass the one booster restriction by going through one of these clinics (at a fee, of course)
