You don't get a HK passport as a PR

U think by becoming a PR you get HKSAR passport???
PR gets you right of abode = u can vote, u can get govt money handouts when they bother to give out lol, you cant be deported and you pay less STAMP duty when buying a house. thats about it.

Only get HKSAR passport if you naturalize and change to CHINESE (long process)

Without any funds going into MPF .... aaargh.... that means without employment => not paying tax in HER name ?
Err .... having those IR 56 tax forms are the number one helpful for meeting the criteria for "ordinarily resident"
If your wife is currently working in HK, then she would get the tax forms for this year FY2024/25 so make sure that part of your documents package does indeed include that tax return

    1) How can we achieve this target of 7 years? without any funds going into MPF?

We are ready to have two separate place to live (( out of hk) and also HK)) to ensure that she completes 7 years.

    Any suggestions?

    thanks!

Well, yes and no. IR56B, ok, but if the employer issue a IR56G, that literally is the form for "“Notification by an Employer of an Employee Who is About to Depart from Hong Kong", so against the narrative the OP wants to build.

I don’t think they are that strict these days. My PR application was approved in a week, despite having cleared my tax in 2020 due to unemployment and considering leaving HK, withdrawing my MPF, going unemployed for a full year and not paying any tax over that year. I never left HK for more than 6 months, I think that’s the key.

It is a starting point. Having said that from what I have seen.. the scrutiny for a passport is quite significantly more intense that a PR. Non trivial compared to a PR check.
