I know that there is information on some of the more popular "cycleways" here, but is there anywhere (government website?) where you can find information about all the bike paths in the city? (like a google maps type of thing?) Or maybe I'm just being too optimistic to find so much info...

What do you mean by "bike path"- offroad trails or dedicated paved cycleways.
The former is available on the AFCD site (Google). The latter, I don't know specifically, but it wouldn't be worth bothering even considering with beyond the stretch out towards Tai Po. The HK government's acknowledgement of cycling as either a valid form of transport or as a recreational activity is laughable at best.
