from what I understand there is very little love for bikers here, in terms of rights on the road or your company offering facilities that would make it easier. From my perspective, sometimes you have to create those opportunities for things to happen. I was active in my local cycling advocacy group back home and from what I can tell, Hong Kong needs more passionate cyclists trying to be recognized as something more than just recreation.

I know this thread is old but I just contacted the hk sports institute to inquire about using the track and got a quick denial. It's a shame, considering how few places there are to ride in hong kong without cars and pedestrians. There are some clips of people riding the track on YouTube, so they do let some people use it. I'm just not sure what groups have access. :/

Weirdy, I searched for 'velodrome' on this forum and got to this thread a few days ago.

    Did they say why?

At least there is a new velodrome opening in Tseung Kwan O in 2013..., hopefully that'll open up more opportunities...

I've come across this in a couple of other niche sports. Public funding is used to provide a sporting facility, and management of access is given to one group. This group then wants to run it purely for themselves and their friends, so they actively block public access via a mix of being difficult to contact, creating inconvenient 'certification' requirements, or outright denials.

From what I've seen, the status quo in these situations has only ever been changed by angry/passionate Westerners who are prepared to become activists for months or years. Locals are generally indifferent or willing to put up with ludicrous restrictions indefinitely.

Yes, it is to be used for "elite training" only. In Los Angeles there is a world class indoor track that welcomes the public. Too bad they don't do the same here.

Is a purely for profit organisation, not a government department.
