It's not super popular, but I've seen both beach Volleyball and indoor volleyball played in Hong Kong, so there are definitely opportunities to play!
I recall there was a group that played every weekend in Repulse Bay. You can check out meetup.com and search volleyball to find a couple groups, but I'm not sure how active they are at the moment.
