    So technically I could make a couple of leg holes and freely walk around Sai Kung with kayak and maskless - turning corners would be the only potential problem

    Turning and twisting is how you ensure social distancing around you. Actually walking in a kayak would probably ensure that by itself.

    Has anyone been fined for not masking while running yet?

    I think this is one they will not enforce for actual exercise.

    I’m quite afraid that’s one sport they will definitely fine and without any room for argument.

    They are issuing tickets but police aren’t everywhere all the time.

    Most of the illegally parked cars you see are not ticketed but it doesn’t mean police don’t ticket.
