Bicycle - trailer for toddler

So I was looking at ways of ferrying my toddler around on a bike and found out it's illegal to have toddler seats attached past the age of 3.

I was thinking about trailers to follow behind, but also not sure of legality? I live right next to an established cycle path between tai po and sha tin so I'm not intending on going on the highway or private vehicle roads.

Any other thoughts on bike trailers? Used to see them a fair bit in the UK but almost none here.

Visit some bike shops. likely have to buy on line. None here is likely due to storage space if any and limited use as kids will learn how to ride at a very young age. My son learned how to ride when he was 3 or 4?
