As far as I am aware since I last checked ( December 2016), the parking fine at the airport was 380$ HKD. However, if it has gone up, then great! We get some selfish parkers where I live. Parking in residents own parking spots that they own or rent , or in EVAs, in loading zones, double parking or across wheelchair access.

They had the opportunity to write a law that allowed different fines depending on the severity of the offence with different amounts for different districts and even write in the provision for different zones. e.g. Central Zone A, Middle of Nowhere Zone C.
All the zones could be C unless local signage states otherwise. An increase of blanket fine that is still probably behind inflation is the laziest legislation and just above doing nothing. Perhaps the executive branch of Government spend all their effort ramming through white elephants and creating new anti-democracy police units to bother thinking about making the city better.
I love the system in Switzerland. If you park on the pavement the Police determine the fine based on how much room someone with a baby pram has to get past. If the pram is forced onto the road you would need to contact your bank manager for assistance.
Finland charges fines based on income. If that was implemented here, there would be no more Alphards in Central.
I don't have a problem with parking tickets...what pisses me off is that rich people who have drivers get away with blocking busy streets downtown where we will occasionally get tickets for parking in near empty culdesacs in the New Territories...
What will happen now is that carparks will raise their fees...again. In the NTs cars are often necessary.
