    Thanks... I get that. What I don't get is what the sentence means with respect to a valid license?

    i.e. my license is currently valid (from 2015 until late 2020) - does the sentence in bold mean I can't apply for a HK license until 2018 (when my photo license will have been valid for 3 years)?

    The sensible part of me says no, a valid license is a valid license... but I don't want to traipse all the way down there and find out I am wrong

    It means you have to apply before late 2023 (within 3 years of when your licence expires). There is no minimum duration required for holding a valid licence.
