Does this look like legal parking?
Specifically in the "Where not to park" section on the TD site:

Private property is generally ok albeit if it is someone's space they may confront you or your vehicle. Usually if there are light poles then that is a no go, aka public property. Only designated marked spaces are technically legal in HK with no exceptions. Many take the tickets as in some areas they are infrequent and considerably cheaper than paid parking.
Laws... what laws?
To answer any question about transport and parking laws in Hong Kong, we must know if you're talking about civilized areas of Hong Kong like Hong Kong Island and Kowloon or uncivilized areas like the New Territories?
Like DeletedUser said, every where is Illegal to park unless its specifically MARKED for Parking.
Motorbikes can bend the rules more often by parking everywhere, in alleyways, under bridges and footpaths etc Police do give tickets but only when they receive complaints or go on mass ticketing benders to meet quotas lol
Those bikes are parked on a footpath which looks like next to a cycling track. technically they have to get of their bikes and push them into to park where they are parking, they are not allowed to drive on pavements. Take videos of them driving in and on the footpaths and send to police, get them into more trouble LOL
On private property Cap 237 sections 4,5 and 6 are applicable (Obstruction and 2 offences dealing with parking at and within the limits of a pedestrian crossing)
Everywhere else - If they give you a ticket Contravention 7 you are dead unlerss parked in a delineated parking space
If they give you 04 -Obstruction it is worth arguing as to whether an obstruction was actually or likely caused
The system works as a civil law contravention and the vehicle owner has the onus
The police are now tesing Control Centrre issue of tickets electronically as happens in London (by a contractor)
Locally they are considering taking the vehicle licence away from vehicles that receive more than x tickets a month so the rich guys at the Mandarin Grill do not care their 7 seater and driver get tickets for convenience sake but this will change when the vehicle gets delivered to the impound for a month
You can basically park anywhere as long as you are willing to pay for the relevant fine(s) and fees to unlock your clamped tyre.
If you feel something needs to be done, however, give your nearest police station a call (not 999) or report it in on 1823 and demand that the relevant department(s) get back to you. I personally would not do this unless it's blatant public nuisance though. See exhibit A: Disgruntled driver gets his car wheel clamped in City One Shatin, leaves the scene, fetches 2 other vehicles and parks them in the middle of the (private) road.
