Not West Kowloon, but they do a decent job in the Kwun Tong location (the bigger one in Kwun Tong; there are two there).

Shell stations you need to find the automated ones, many have the manual wash bay, but every single one when you go they tell you its out of order. Never managed to find one that they allow you to use once.

Shell has one at City One in Shatin, which can be got to from Tai Kok Tsui fairly quickly, though it does have long queues at the weekends.
