Long-term occupation of public car parks

There are many free car parks near different country parks, presumably for visitors to use. Examples: Pak Tam Chung, some along Tai Mong Tsai Road, near Tai Mo Shan visitors center, next to Shek O beach, etc. But even early in the mornings, they are occupied to the extent of 80% or more. Do people just leave their cars there for days and months together? How do they manage to find a parking space if they ever take out their cars?

Chapter 374C Regulation 8 (Maximum period of parking)
    • Any person who parks a vehicle in a parking place for a continuous period of more than 24 hours commits an offence and is liable to a fine of $2000.

That does not apply to car parks, and does it?

Try getting a space in a village car park (metered or not) and you will discover very quickly the realities. And woe betide those who try to park in someone's space... you'll have a village granny on you before your wheels have stopped rolling.

In the country parks, there is an escalating war of early starts. Outdoor space is the place to be so you really have to be there early. Some of the early cars are overnight hikers. I do not see the appeal of night hikes but to each their own.

some treat those car parks as personal car parking spaces. I left my car in public car park for a about a week when I got back it was vandalised, I called the police, they took details and said dont park here, the villagers believe the public car park exclusively belongs to them.

Shuttle bus folks do it all the time, leave them there for weeks on end even try to "reserve" spaces with a cone and a note. I just chuck the cone.

I wrote to the Transport Department email about what they are doing to prevent such long-term parking in free car parks. I gave them two examples (Pak Tam Chung and Tai Mo Shan Visitors Center). They referred my email to the respective police units and gave me case numbers.

I have written back to them pointing out that this is not about specific places, but about installing a system (such as cameras) to handle this problem. I have yet to hear back.

If you are interested, you can also write to them. ([email protected]). Nothing may come of it, but what will they do if they get a bunch of complaints and requests?

A better system would be to limit people from owning a car, unless they have a parking space they rent/own.

Some free car park spaces in sai kung near Hebe Haven, you'll see the spaces taken up by car sellers who occupy them for long term, they move the cars like musical chairs lol

When space is limited plus a chance to save some HK dollars then the mighty survive. Every man/woman for themselves.
