dont think I have ever seen a website, it is an untable deal, either you gotta know a guy, or a mainland company willing to take the risk and arrange it for you. The latter is unlikely because of the percieved risk of responsibility in case of an accident (unless you own the company). Another option that mainly people chose to get around the problem is just get a mainland licence and buy a car on the mainland.

does anyone know if it is cheaper and possible to purchase a vehicle in china and then somehow apply for a dual license plate to drive into hk?
