other than PCCW, others like China Mobile all seem to have a cheap 3G plan with unlimited data.
today, saw an ad at China Mobile for 4G. $298 for 10 GB. not sure about the exact number, could be off by $100, so it maybe $398 a month.
if $298 for 10 GB, then pretty good deal if you ask me. go check it out.
If anyone here is looking for inexpensive, unlimited data/voice service then China Unicom HK could be the answer for you. My wife has been using them for the last 4 months and the service has been good overall except for a service outage that lasted about 24 hours one day. Here are the pros and cons:

Unlimited 3G data in HK with FUP (fair usage policy)
Free limited data in China (depending on plan)
Cheaper than all major competitors
Big telco (127.15B Market cap at the time of writing)
Cons:
No voicemail
Customer service only in Chinese
Up to date information only available in Chinese
Fewer shop fronts than other major carriers
