Was your seepage bad? What did you do to resolve your issues?

We got management to close their water supply. We had to harass management, got my landlord involved as well, then contact FEHD. FEHD needs to send two more letters before they can break into the flat (HK style).

One of the guard in our building was really helpful, good English, he helped a lot, that's why we usually give him good laisee during CNY.

Why does FEHD need to break into the flat? Is it unoccupied or occupants refuse to let them in?
What did closing the water supply reveal?

Unoccupied but used as a hoarding place. Landlords are loonies abd refuse to reply to any mail.

Anyway, they're being sued by MTR since they own the building. fehd is just an additional thing.

When you buy your next property, there’s an old saying “Caveat Emptor”, or let the buyer beware. Do your due diligence.

A building survey would reveal inherent defects:-

The only repair works I can do is from inside, or escalate to useless management office.
If it is evident that the leak is originating from the external wall and the IO refuses or is unwilling to address the issue, you may hire your own contractor to repair the leak. The repair will likely involve erecting scaffolding to access the external wall and applying a waterproof sealant to remediate the source of the leak.
