    Lok Ma Chau Loop - Who pays and who benefits

    HK-Shenzhen reach consensus on loop

    Hong Kong and Shenzhen authorities have reached a consensus on Lok Ma Chau Loop land-use planning, spatial arrangement, infrastructure and supporting facilities.

    The consensus was agreed after the eighth meeting of the Hong Kong-Shenzhen Joint Task Force on Boundary District Development in Shenzhen today.

    Secretary for Development Carrie Lam and the Shenzhen Municipal Government Executive Vice Mayor Lu Ruifeng convened the meeting.

    The two sides have formulated a recommended development plan and the second stage of public engagement will begin soon.

    The target of opening some facilities in the loop in 2020 remains unchanged.

    The detailed design for the site formation works of the Liantang/Heung Yuen Wai Boundary Control Point and the construction works of the control point connecting road will be completed by the middle of this year.

    Both sides are confident of commissioning the control point no later than 2018.


    Always seems a little closed door when the Lok Ma Chau Loop is discussed. Who owns the plot, is it powerful party members across the border?

    Still no clarity on who would benefit the most - who actually owns the rights to the land at the moment.

    The land belongs to HK as ruled over by state council. “The land was disputed until the State Council in 1997 issued a directive clarifying the loop will be Hong Kong territory.”

    The land is now part of Hong Kong but who owns the rights to use it? No mention of land auctions or re-valuation etc so its transformation of heavily polluted patch of swampland into a area zoned for offices, retail and housing is a gift to someone - but who?

    I think the Science and Technology Park will operate it - so probably the land will be granted to it.

    mmmmmmm...... Operate and own are very separate concepts.

    When it was part of Shezhen someone owned the right to use the land. Now it is part of Hong Kong do they still own that right or will HK Gov pay them for returning it back to the Government.

    It would be nice to know as billions of the public's money will be spent upgrading the area.

    According to what I have read from media, there used to be some disputes on the ownership between HK and SZ but now both sides have agreed that HK owns the land.

    The land never existed until before few year's. Its formed by the dredged out mud from shum tsun river. It doesnt come under any statutory plan and hence no private ownerships. After state council ruling in 1997 the land belongs to hk government. Hk govt will set out an ordinance to form a corporation to operate and manage the park or will lease land to hk science park corp for them to operate and manage. Planning dept and epd dept will probably carry out evaluations on suitability of that land for human activity and advice precautionary measure!!

    Surely it has always existed. It was not a large lake before the river was straightened but land that belonged to Shenzhen. It is doubtful the previous owners of the right to use the land have given them up for free.
