Not excusing the guys but who was the "aggressor" really? the guy who put his seat back while the other guy was eating or the guy who belted him for not moving the seat back?
This happens all the time in the UK/Europe/USA and is also reported quite a bit in the UK/Europe/USA press.
This isn't exclusively a "mainland" problem, but a general "air rage" problem, especially after a few drinks have been had.
Lets not all pin this as a "mainland" only thing.

As much as I hate those Cathay shell seats, it eliminates this problem as well as problems of broken laptops...
I would go with the guy who slapped the one in front. The one in front is however an inconsiderate and selfish a**hole.
In such a case I always call the stew... sorry, flight attendant, usually the 'recliner' will then oblige. If they recline their seat after the meal it's of course ok.
Apparently implies that they are flying waitresses rather than....um....flying waitresses.
