    Maybe former ICAC chief Timothy Tong Hin-ming should have watched some of his department's videos.

    Rules and laws are made for commoners to be kept under control. When the top people do it, its called business development/cross cultural studies/charity functions or another long BS term that regular people aren't supposed to understand.

    The imagery of the head of the ICAC sending one of his underlings to the 7-11 to get hard liquor for his 'special' guests and to avoid expense limits (which were already being stretched) is very interesting. If it did happen is is wrong on some many levels.

    The Commies corrupt the city. Everything is done to please or at least not inconvenience them. The significance of the ICAC must not be underestimated. HK was pretty much like China today or even worse when it comes to law and order and corruption. It was Governour Sir MacLehose who founded the ICAC and this is litarally the reason for HK's success story. If the ICAC falls, goodbye Pearl of the Orient.
