    It's a good start.

We'll see it how this law will be implemented in practice. As with all Mainland law, it's only effective so long as it is enforced or obeyed by the authorities. And past record of how the mainland ignores and abuse it's own law don't inspire confidence.

It's a good start. However, will people step forward to help when required or will they still just stand and watch filming it to put on the internet.

LMAO, all they need to do is introduce an independent judiciary that abides by the principle "in dubio pro reo". I believe their law covers good deeds already, for all I know it's based on the German BGB law. In Germany not helping is a serious offence.

Does the US claim to have an independent judiciary? Aren't many judges political appointees.

According to http://worldjusticeproject.org the USA ranks just below Romania for Criminal Justice

Isn't a Good Samaritan law as effective as an anti-flag burning law?
