    Are they targeting locals or foreigners?

    Or do they not discriminate between the two?

    Most probably go after 'soft' targets, same way muggers do.

    I saw one at North Point. If I were to call 999 would the police take action?

    I don't think they'd be too pleased with a 999 call. You can always download the Police force app and get connected to the nearest police station.

    saw him right in Sheung Wan as well, next to LPCC. I offered him 500 for it, after he initially asked for 6k. LOL. guy next to me at work found the police arresting him and got a pick on his phone. trying to get it to post up here.

    i was bargaining with him in mandarin as well (virtually no canto). hate to say it but i don't think he was a HK local.

    I saw it too at North Point and unfortunately, I did come close to stepping on it before my friend pulled me away just in time. Unfortunately the POS tried to hustle me to pay him, I told him to F himself and asked what he was going to do about it while I was walking away. I probably should not have went 'street' on this POS, so for everyone else I recommend standing firm and just know they won't do anything to harm you in broad daylight and in public. Always, police officers are out on beat and will be nearby.
