But seriously, it is not like she's dealing drugs or other stuff that the recruits do in the playgrounds.

    Right?
Exactly this. And that's a much more criminal activity than chalk.

Very very scary precedent here that kids are being treated a lot more harshly than adults.
I'm not sure as I'm not a lawyer but Section VII of the Magistrates Ordinance has an appeals procedure for magistrate orders.

Apparently it is ok for mainland kids to put some graffiti on ancient walls, as long as they don't draw umbrellas.

Last year, a 15-year-old Chinese tourist defaced a stone sculpture in a 3,500-year-old Egyptian temple with graffiti, generating a stir worldwide and a backlash at home. Many Chinese cringed at the shame and embarrassment brought on them. The boy's parents later apologised.

From the WSJ article linked above.

According to Ms. Ho, the girl had a previous run-in with the police involving a bullying incident in school where she was the victim. The girl’s father also has a serious hearing disability. Ms. Ho said the family wasn’t currently available for comment.
“It’s premature and disproportionate,” said Ms. Ho. “It wasn’t an application by the Social Welfare Department as it usually would be. Police threw in a bunch of facts they obtained about the family in a very superficial manner.”

    Also from the WSJ article

Police have also applied for a 14-year-old boy to be removed from his parents after he was arrested during the clearance of another protest site in Mong Kok in late October.
So there is 2 families they are trying to break up.
