    Common qualifying examination for solicitors

What nefarious reasons could the Law Society have for scrapping the exams administered by the 'independent' law colleges and creating their own exam?

    A cynic would probably think

    - A way to allow more loyal mainland lawyers to practice in Hong Kong and secure the LegCo seat
    - A way to screen out non-loyal not so bright local and overseas lawyers (there will probably be a mainland element and need to read simplified)
    - A way to take power away from the Universities law departments

Or is it just a sensible way to ensure standards in an effective way?

Power struggle over who control entry to a profession. Bureaucratic battle over turf, in other words.
