    All Carrie Lam has to do to win the pro-democracy votes is to simple invoke an "one property PER HK resident" law. HK resident meaning has a minimum 3 stars.

    This will quickly correct the housing prices and fix this "housing shortage". Making more homes and creating more artificial lands does not help the issue of making housing more affordable. The problem is, the more you make, the more the rich will buy. The rich control the supply & demand of the housing market.

    You need to equate this balance if you truly want to help the people of Hong Kong.

    If she invokes this, she will be veered a heroine of HK haha
