Given most of the site will be excavated for underground car parks it really is just a need to working out what to do with the couple of feet of mildly oil contaminated soil. If you believe this is the reason agricultural land used as near free commercial land is not targeted for housing then that is fine but again it is explicitly at odds with popular press and general consensus in society....

    Or they look like chunks of land held by village heads that earn commercial rents whilst paying agricultural land premiums and rates whilst they wait for the promised HUGE payout for a redevelopment that suits them and the developer (not just the developer).

    Wouldn't it be easier to just make the functional consistencies have an increased voting base so all these corruption / collusion / competency issues would be less important?

    No doubt people will say Hong Kong is special and the government is wonderful (the current administration at least) so we should listen to their wisdom as they are all knowing and don't have bad policies.

    Call me a skeptic, call me ignorant, call me naive but here's a sincere question...

    Is the "number of flats" really the problem in HK?

    IMO, builders have loads of empty flats not for sale so they can control pricing and only sell when it's most profitable for them. All these calls for more land/flats won't make HK more affordable for housing unless govt changes regulations for developers.

    Obviously but which Politician would upset the developers . Flats with no registered occupant should have a much higher annual ratings tax. Would probably bring in 100,000-200,000 Private flats in days. So around 10 years supply... Not going to happen

    I think this will be difficult to regulate because i don't think you can force them to sell a product especially if there are no buyers at reasonable prices. But the reason there hasn't been stricter regulations on developers is due to vested interests and the power and influence they have on the HK government.

    You put it in the terms for the Land Lease. Must be developed and sold (to none equity linked) by say 5 years after purchase.
