    A flawed index that tells us nothing about the smart functioning of a city. Sure, voter participation is high, but does that mean society has the civil liberties to participate in determining the outcome of their city?

    The moment I saw San Francisco at the top of the list I stopped reading. Plain bollocks! Come on, those arrogant pricks don't even have a public transport to speak of! BART is crap and has only a few stations. Anywhere in California you are stuck without a car, especially after 9pm, when most of buses stop running... Again, bollocks!
