@kma88 - they do have info on exit / entry from Immigration. Going to be a massive data fiddling exercise... I imagine IBM or whoever their current contractor of choice is will make a ton of money fiddling around with a shit ton of data and "if then when but" scenarios.
But ordinary resident is not as clear cut. E.g. in these scenarios, under immigration department's interpretations, are still considered to be ordinary resident despite being away
- someone seconded to say the new York office on a two year job posting
- one working full time outside hk, but whose children live and study in hk.
Non permanent residents also qualify. I bet ordinary resident will be just based on self declaration. Most likely the govt won't bother to check.
