Long queues expected at Tate's Cairn Tunnel

Tate's Cairn Tunnel goes back to public ownership in a few days. So in a few years expect even longer delays in the morning as the government uses their extensive skills of public resources management on the tunnel.

presumably, toll fees will be at HK$8 from next week rather than HK$20 currently

From what I heard that's not correct they will be free (at certain times).

The government now operates all four tunnels from the New Territories East and they will adopt a variable pricing systems that will be managed and changed periodically to ensure a minimum traffic speed of 40 KPH in each of the tunnels.

So Tate's Cairn & Lion Rock may end up at $35 at 8:30AM but be free in the middle of the night. This should be a good pre-cursor for dynamic pricing to to be introduced for the 3 cross harbour tunnels in 2021.
