    To Kwa Wan Station work hits 23 buildings: report - RTHK
    one building had subsided by 6.3 centimetres, which is 35 percent more than the acceptable limit allowed.

    They could save a fortune in construction costs, just build on the surface and let it sink below ground

    Don't they have radar or some sort of xray technology available for such inspections?

    from the sketch in the newspaper, the problem area is about 3 metre thick and whole length of the platform, sure they could scan to detect surface rebar, but cannot detect if rebar is properly connected.
