The Hong Kong Public is owed an explanation why Legislators Quat and Or have not been charged with possession of false instruments for their fake degrees
Is there a separate law for Legco members and one for the rest of us?


Ipso facto the two legco members with alleged fake degrees would also be prima facie in breach of their Legislator Oaths (honestly and with integrity).

Man 'desperate' to support family bought degree certificate online to land job at upscale school
A former substitute teacher at the Hong Kong campus of Britain's Harrow School was jailed for 12 weeks yesterday for lying about his qualifications for the job.
Alvarado Nelson-Antonio Gutierrez, a 41-year-old Dominican national, was represented by his lawyer, Chris Short, who said Gutierrez had "strong family reasons" for the deception, as he was "desperate to support his family". He said Gutierrez had two daughters, aged 16 and 18, the older of whom had been diagnosed with severe depression in 2011. After showing suicidal tendencies last year, she had been suspended from school.
Short said Gutierrez, a bachelor-degree graduate of Florida International University, had committed the crime because he "needs to supplement family income" and "has to pay bills for his daughter's medical treatment". "He is utterly ashamed of what he has done," Short added. The Tuen Mun Court heard earlier that Gutierrez had come to Hong Kong on a dependent's visa with his wife and two daughters. He had been hired by Harrow International School last December as a full-time temporary supply teacher after submitting an application that said he held a master's degree from the University of Hong Kong with a certificate and academic transcript.
When the school submitted his documents to the Education Bureau in January, the bureau suspected that the master's degree certificate was falsified. The school suspended Gutierrez. The University of Hong Kong confirmed on June 10 that it had never issued Gutierrez with such a certificate and Gutierrez turned himself in at Tuen Mun police station 11 days later, admitting he had bought it online.
Handing down Gutierrez's sentence for using a false instrument, deputy magistrate Hui Chun-sing said there was no indication he had gained the position due to the falsified document but that submitting it might have helped him land the job. A spokeswoman for the school said it had followed the Education Bureau's guidelines on assessing qualifications and that all applicants for teaching posts were required to submit such documents for verification.

Florida State House Candidate Admits She Faked College Diploma
Despite admitting she lied about her Miami University diploma, GOP candidate Melissa Howard has no plans to drop out of her race.

A Republican candidate for office in Florida is admitting she lied about her educational background and faked her diploma, but refuses to exit the campaign.
State House candidate Melissa Howard came under fire last week after she was accused of lying about earning a bachelor’s degree and posing for a photo with a suspected fake university diploma.
On Monday, Howard released a statement admitting the diploma was not legit.
“I would like to apologize to my family and my supporters for this situation. It was not my intent to deceive or mislead anyone. I made a mistake in saying that I completed my degree. What I did was wrong and set a bad example for someone seeking public service. I am staying in the race and intend to win and lead by example from now on.”
Howard, who is seeking the GOP nomination for an open seat in the Florida House of Representatives’ 73rd District, shared a photo Friday showing her posing with what she claimed was a degree from Miami University in Oxford, Ohio.
But a spokeswoman for the school told HuffPost on Sunday that the diploma in the pictures “does not appear to be an accurate Miami University diploma.”
The spokeswoman confirmed that Howard was a student of the school between 1990 and 1994, studying retail, but did not graduate. Howard’s photo shows her posing with a bachelor of science in marketing, which Miami University does not offer. She did not explain how she obtained a diploma for a major that was not even offered by the school.
Local GOP leaders have said Howard’s fate should be left up to voters, which may have emboldened her to stay in the race, according to the Sarasota Herald-Tribune. But even if she wins in the Aug. 28 primary and is a candidate in the November general election, she could potentially face criminal charges.
Florida law considers it a misdemeanor to misrepresent one’s association with or status at any postsecondary educational institution “by falsely making, altering, simulating, or forging a document, degree, certificate, diploma, award, record, letter, transcript, form, or other paper.”
