    I can't see a clear way of throwing the public's money at property developers to reduce carbon emissions. I suspect rather than reducing consumption there will be a massive spending boost on wind and solar as well as expensive schemes to use the sea for district cooling with the usual suspects getting the subsidies.

    The alternative options of bringing building regulations into the 21st C is obviously a non starter.

    Hong Kong has a policy to lower carbon intensity, do sweet FA locally, and import more power from mainland nuclear plants
