    My own take:

    (1) many have in the past criticised the handing out subsidies to tenants would only make things worst. Rent would only go up as a result of the government subsidies.

    (2) In my view, the government should instead offer subsidies to landlords who rent the flat at below market prices.

    housing supply is a tricky issue, it's noted that large companies owns large areas of land in the new territories, the government can not build on designated country parks, donald tsang 8 years, he did not built a single gov subsided home ownership housing, CY Leung instigated building target number of 50,000 new home ownership scheme housing from 2013, the first apartments was released during 2017 but it still not enough, contributing factors such as favourable rmb vs hkd has not helped either, during 2013, CY leung introduced double stamp duty for non hkid holders, plus the fact that people from across the border have found a loophole using mainland owned but hk registered companies to purchase on their behalf to avoid this double stamp duty which was only discovered during 2016.

    This policy is very important short term measure to alleviate extreme pressure of DAB members who are on the brink of turning into poor, unfortunate and neglected minority, hopefully it will give them some breather, an opportunity to claim credit for and a minuscule chance to win in upcoming election before they march to mass Harakiri at Victoria Harbour..

    Not sure if there is much of an intersection between low income private renters and the protestors.

    There have been media reports that Lam might not go to the Legco complex at Tamar if large crowds of protesters gather outside on that day.
    LOL.

    Are the police so useless they can't maintain a perimeter around LegCo?

    Or is she afraid she won't be able to drive away as happened with the town hall meeting with citizens?

    OK, just make a crappy video, no one wants to see you in person anyway and those of us watching at home or work wouldn't know the difference.

    Yes. Clearly. Unorganised with apparently very little self control. And no authority over protestors.

    This is when the military needs to be brought in. For a perimeter. LegCo, and the CE no matter how hated, need to be protected.

    She bypasses Legco for making laws so what is the point of Legco?

    It would make more sense to go to the Liaison Office to advise them what their proposals look like as policy
