Think the point is to take litter home and sort.

Tokyo has very few bins iirc and not much littering. I know the reason for taking the bins away had nothing to do with litter, but it seems to work.

Makes little difference anyway. The difficulty of recycling means the plastic will just go into landfills anyway. It's crazy.... I'm someone who WANTS to recycle but I end up having to walk 20 minutes away for the nearest recycling bins (30-35 minutes for glass recycling bins).

Well it certainly won't be a union that would fight for teachers right in that case. More like an enforcement body against teachers themselves.
