That is to imagine that their objective is to actually enforce the law. By all appearances it simply appears to be to beat/incapacitate/hospitalize the victims and terrorize others. Your question is a good one, no one has an answer yet, and it would clearly be another gross violation of rights and liberties, but this reference to "special courts" may be one indication.
