    So, assuming you are eligible for the 10,000. What exactly are you going to do with it?

    BUY, GIVE, SPEND it locally. That's the right thing to do.

    What Mr. Chan should enforce is means to ensure it is spent locally....so even if it is someone returning to get the handout, they spend it here...
    There's no point debating who gets it, who doesn't...
