More details needed, really. She was reported as walking down a road. In Canada, that could well fall into any reasonable self quarantine definition. On closer reading, Newfoundland. Bit different from, say, the HK couple that booked a helicopter tour over the Fox glacier in NZ.
Self quarantine rules state you aren't allow to leave your property for 14days for any reason. More space doesn't necessarily mean less stringent rules. It's the 2nd time for the same charges.
Let's say she slips and falls, someone helps her out, turns out she was positive, and now those people have 14 days and a possible positive result.

Still doesn't indicate she had symptoms, which would put her in breach, might see legal challenge. Here are the current rules (an infographic wouldn't hurt).
Self-isolate if you:
have no symptoms and
have travelled outside of Canada within the last 14 days or
have come in close contact with someone diagnosed with COVID-19 or
have been asked to do so by your public health authority
Self-isolation means to:
stay at home and monitor yourself for symptoms, even if mild, for 14 days
avoid contact with others
If you have no symptoms but have been exposed to COVID-19, you can still go outside for:
fresh air
a run
a bike ride
to walk the dog
While doing these activities, always maintain a distance of at least 2 arms-length (approximately 2 metres) from others. Refer to our guidance for more information on how to self-isolate at home when you may have been exposed and have no symptoms.
If you develop symptoms, even if mild, stay home, avoid other people and contact your public health authority as soon as possible.
