I remember that episode. Forgot the specifics and was wondering if this was the same piece of equipment that malfunctioned again.
I find that various government departments can be very responsive. I have twice reported chemical and oil discharge into our local stream, and officers have been to inspect within a couple of hours. They followed up, telling me that the offending business had been inspected and enforcement was ongoing.
Dog reports & illegal structures not so responsive.
Actually I believe it is quite likely that there have mariners, be they ship or boat captains, fishermen and sailors on cargo vessels, who have alerted the department, but the department just haven't responded to them at the same time. So Tigersun might in fact have been one among many who alerted the department. They may have been in the process of repairing it when Tiger notify them. And they haven't gotten around to answering him until now.

Imagine how effective governance of HK could be if they weren't constantly hamstrung by overbearing wongchong...oh wait, we need only ask someone who was here in the 70s, 80s and 90s!
