I have no issue with the kid being charged even if he was shot. From the time that the cop pulled his gun, his behaviour was questionable and he did appear to either swat it away or grabbed it. The cop however should have never pulled a gun in the first place and he should also be investigated for his lack of discipline. This is where independent police oversight is necessary to at least give an appearance of justice. Whenever a firearm is discharged there should be an automatic independent inquiry into the incident. Refusing to do so ensures that justice will never be applied fairly.

Those are secret CCP police agents. They follow their targets ("national security threats") to keep an eye on them. This happens all over China for national security purposes, this is what China was talking about when they said they are going to station secret police in HK under the new national security bill. These secret police will take photos and stalk their target to either stop them from speaking out, or rather in this case to catch dirt on them, which the CCP can use against them to force them to become pro-Beijing.
