The mask reaches the American Society for Testing and Materials (ASTM) F2100 Level 1 standard in terms of particle filtration efficiency (PFE), bacterial filtration efficiency (BFE) and resistance to penetration by synthetic blood

HKID+DOB+Phone+Address+2 weeks waiting, for 1 mask.

    Sounds reasonable

Besides the reusable masks, each household will be sent a pack of 10 regular surgical masks.

It looks like those who cannot register online (or don't have addresses like the homeless) will have to wait until the online registration is over to go to the post office to get the reusable mask.

Distribution sounds more expensive than the mask.

Why not turn up at Post Office, show ID, get a mask - extend the hours for mask pick-up?

Indeed! However, I can now imagine the queue though... This might be more efficient but with added costs

Social distancing issues + I'm sure HK Post needs a bit of cash.

I want my government approved reusable mask to wear for all future protests so that my mask wearing is government approved.

It is still a Post office employee hand carrying it to you or you pick up. I would suggest you register and get an additional $3.7tax bill if you request delivery.
