No, people have a right to express what they feel about the law, you have no right to order them to leave.
There are serious concerns because the CCP is known to have vague and catch-all definitions of what is deemed secession, subversion, terrorism and so on. Compounding this problem is that what is consider "secession" and "subversion" can change abruptly and by fiat by the CCP. There is no certainty and reliability.
