    They probably know who they want right now and that may be why they say that (if not just lying) but the language is wide open to apply to many more people in the future if they so will it.

    The gov is lying, it affects everyone.

    Everyone is prohibited from e.g. calling for independence not just some subgroup of individuals, which kind of makes sense as well. Whats, the point of prohibiting some individuals from "endangering national security" but allow the vast majority to do it ?

    The other thing going on here is that an admission that more than a few people would do so would contradict arguments that a vast "silent majority" supports the government.

    Its irrelevant if you choose to do so or not when judging if the law affects you. The mere fact that the choice of doing so(even if you choose not to) has been taken away from you is an affect, hence everyone is affected.
