My local market. So, this together with the recent 6 cases in the adjacent housing estate and one in the village, our village ( but on the other side of the road / river, ) just makes one feel more and more defensive every day. Like, you can hear the wolves moving about in the woods but just cannot see them yet.

Thanks for sharing, luckily haven't been there lately.

Odd how they just continue to be open now as I write this though, despite all the market related transmissions....

Chief Executive, Mrs. Carrie Lam (CE) - Press Conference Summary - August 7th
CE started the press conference by saying though we have had less than 100 cases a day in the last 4 days the situation is still very serious in Hong Kong. There have been 46 deaths and 41 people are in critical condition. There have been outbreaks all over the community including in restaurants, markets, old age homes, taxi drivers etc.
Approximately 40 percent of local cases have no origin which is concerning. There are a group in the community who remain asymptomatic. 15,000 taxi/bus drivers have been tested. 30,000+ people who work in restaurants her been tested too.
Testing is very important for us to beat this virus.
    Hospitals:
Anyone in Hong Kong who has tested positive is required to remain in hospital until it is safe for the patient to leave. This puts major stress on the hospital system.
At the peak of the virus in July there was a period where 200 people had to remain at home to await admission into hospital due to lack of space. HA has made improvements and CE says with the help of places like Asia World Expo there is no waiting time anymore.
    Central Government Assistance:
With the fall coming soon she believes that the virus may pick up again. The central government is fully supporting the local Hong Kong government. As everyone is aware, there have been several people who have arrived in Hong Kong to assist us. At the end of July CE asked the central government for help with testing and facilities to house sick people.

    Framework moving forward:
There will be a 3 prong approach on testing.
Department of Health and Hospital Authority testing which is currently doing around 13,000 tests a day.
Specific High Risk Groups such as teaching staff, postmen, hotel staff, staff with lots of exposure (Sush as cashiers), drivers of public transport etc. When necessary high risk groups such as domestic helpers who have lived in boarding houses will be included. Pregnant woman will also be added so its easier for them to be admitted to hospital as many hospital requires certificates to show they are covid negative.
    Community Testing (See Below)

    Community Testing:
Anyone in the community who wants to take a test can do the test. As long as the government has the testing capacity they will be happy to provide this. CE estimates there may be millions of people who will be interested in this. CE said she expects to start this universal testing in two weeks time with the assistance of the Central Government.
    There will be 5 principles:
In a relatively short space of time, the government wants to conduct this test for the community. If they are able to complete this in two weeks they will rather than drag the process out.
Observe social distancing - Government wants no queuing or gather.
Convenient to the public and electronic if possible
Safe and orderly process. For example, different collection points with electronic tracking.
Privacy of those involved. The labs will not know the identities of the owner of the sample. They will only have a bar code.
Central government is supporting Hong Kong with 3 laboratories who will support this testing program as there is no place in Hong Kong that can support so many tests.
The Central Government has set up a temporary laboratory at the Sun Yan Sen Memorial Park in Sheung Wan. They have put up inflatable tents inside to boost testing capacity.
To boost community testing, CE says they want to be forward looking on this. If there is another outbreak the in winter the government will be able to cope.
Two requests have been put in place to the central government
At AsiaWorld Expo there are currently 500 beds. If necessary an additional 400 beds can be installed. In addition to AsiaWorld Expo, HK will build a facility for 1000 beds with negative pressure rooms. The mobile cabin hospital will be finished in a few weeks.
A temporary hospital will be built near Asia World Expo. This will take several months to build.

CE summed up by asking for the support of the general public. The Central Government has been very helpful and she hopes everyone can appreciate this.

From 4 deaths to 46, that’s pretty sobering. Still a lot of people in critical too. Not in favour of mandatory testing, but I’m not sure what the point of voluntary testing is, in terms of achieving a desirable policy goal.
