    I'm surprised that Hong Kongers are still surprised and don't understand their government's actions. It's rather easy really:

    Do you have a vote in either a functional constituency or the CE election? Yes: Here is some free money. No: Go fuck yourself.

    Every government action makes sense when using this simple rule to analyze it.

    Dr. Chuang of CHP announced as of midnight last night there were 27 newly confirmed cases in total (4606-4632)
    18 are local cases
    11 have links to previous cases
    7 have no identifiable sources
    9 are imported

    HOSPITAL AUTHORITY
    As of 9:00am on August 20th 2020
    Patients in hospital: 603 in 19 hospitals (Including AsiaWorld Expo)
    Patients in critical condition: 30
    Patients in serious condition: 35
    Patients discharged: 73
    Deaths: 75

    IMPORTED CASES:
    Total 9 Cases Imported
    3 persons from INDIA returned on AI 314 on August 14th
    1 person from INDIA returned on August 19th - Arrived on KA 734 via Kuala Lumpur
    2 persons from INDIA returned on August 5th via Singapore on SQ 890. Day 10 test returned positive.
    1 person from Russia - Aircrew
    1 person from USA
    1 person from CANADA

    LOCAL CASES:
    11 Cases have leads to previous cases:
    Family members who are close contacts and live together: N/A
    N/A of these cases involve family members who spent time together. This includes meals, coffee, mahjong etc. A lot of these cases were transferred to hospital directly from quarantine centers. Some of these cases involve colleagues who may have gathered for a meal or colleagues who work in the same establishment.
    7 Cases have no identifiable sources

    ADDITIONAL CASES MENTIONED BY DR. CHUANG
    Fung Shing Old Age Home:
    4630 - A resident of this old aged home has tested positive. CHP will go to this home and investigate further. Dr. Chuang said that 70 of the residents will be placed into quarantine as well as the 10 or so staff that work there.
    Tai Kok Tsui Old Age Home:
    A resident has tested preliminary positive for Covid. It just so happens this resident requires regular dialyses and he was checked by HA. CHP has already gone to investigate the elderly home. 40 of its residents and the 10 plus staff will also be placed into quarantine.
    Pharmacist at Dr. Kan Chi Leung in To Kwa Wan:
    4583 - She is a pharmacist at the clinic of Dr. Kan Chi Leung. This clinic has 1 doctor, 5 nurses and 1 cleaning lady. The doctor has now tested preliminary positive and CHP is now getting in contact with the patients of this clinic.
    Kwai Chung Freight Terminal:
    As of this morning approximately 5000 out of the 7600 bottles passed out have been returned to CHP.
    Case Number 564:
    Patient is still at AWE and tests are still undergoing by doctors from HKU.

    4654 - Patient has tested positive.
    Dr. Kan Chi Leung in To Kwa Wan:
    4655 - The doctor has now tested positive after a pharmacist that works in his clinic tested positive yesterday.
    Kwai Chung Freight Terminal:
    2 new cases today:
    As of this morning approximately 6500 out of the 7600 bottles passed out have been returned to CHP.
    4638 - Works in the shipping department of Kwai Chung Terminal that tested positive today.
    4640 - Crane operator.
    Neither 4638 and 4640 work for Wang Kee.
    Taxi Driver:
    4641 - new taxi driver (drives a red taxi) has tested positive and unfortunately CHP does not know where he got the virus from.

    4659 - Returned from Bangladesh
    4666 - Malaysia - Ship entered Hong Kong waters and CHP quarantined the ship and the crew on board for two weeks. 8 Crew members of this ship have already tested positive and because of this new case CHP will quarantine the ship for a further 14 days.
    4673/4674/4675 - India - One Family that returned on AI 310 on August 11th
    N/A Case Number - India - This person also arrived on AI 310 on August 11th

    Lei Make Shue - Hong Chi Elderly Home
    3 people have tested positive. One is a social worker and the other two people are staff.
    There are approximately 9 rooms with about 5 people in each room. Everyone at this old age home will be quarantined.
    Kwai Chung Freight Terminal:
    As of this morning approximately 6800 out of the 7600 bottles passed out have been returned to CHP.
    4660 - Truck driver tested positive but he is also a resident of Tsz Wan Shan. He was already tested at the end of July because of where he lived and was negative then. He does not work for Wang Kee. The company he works for has 3 cases already. He eats and spends most of his time in his truck.

    Govt wishes to test the whole population but apparently testing in elderly homes is NOT possible ?

    Writing on his blog on Sunday, Law Chi-kwong said given their health conditions, it would be difficult for them to leave their care homes to get tested.He also pointed out that with more than 60,000 people living in elderly care homes across the city, arranging tests for them on site or at hospitals would be a massive operation.

    To be fair, testing of the elderly with all the problems that they might have can be very traumatic. My ex wife works in an OPH and I spoke about the importance of PPE when this first kicked off. Her reply was that they cannot wear it because of how upsetting it is for OP, especially those with dementia and other problems. The painful and intrusive testing procedures which would be outside their required and very ordered life might lead to accusations by the OP and relatives of maltreatment and distress so it is ( although regrettable ) an oft chosen to protect by isolation as much as possible, which in HK with their confined spaces, is problematic in regard of contamination.

    Interesting how people seem to fear mass testing but have no qualms about subjecting the elderly to the same procedure. The whole reason we engage in mass testing is the stop community transmissions so that our elders can be protected from outsiders bringing in the virus.

    Having fears are justified, but shirking responsibilities is not the way forward. I have kids and have had long talks with them of what mass testing is, how it can stop community transmission, what happens if one of us tests positive, what happens if they themselves come out positive, how to overcome boredom at the hospital, what happens at the hospital, how to prepare a bag for their hospital/quarantine stay, how to use Zoom, get an extra phone with SIM for them each, and reassure them that they will be in the good care of nurses.
