I think if there is anyone who can call the decline, it is Mike Rowse.
In a SCMP column:
Hong Kong is China’s No 1 international city and a launch pad for foreign businesses into the mainland. For us to survive, we need to get life back to normal as soon as possible. We must be up there with the best of our international competitors, not lagging behind.
5th city. Not 3rd ctiy.
add that Tung Chee-hwa is squawking about Hong Kong's potential for IT development.....blah blah blah

If the government starts talking to the people, especially young people, HK could absolutely be the place where everyone wants to be. Changing people's mind by force in order to end instability and unrest may "work" from an internal perspective in the very short term but will not make the city more attractive.
